In 1935, Mr Eric Spooner became known as the minister for 'Public Taste'. As Local Minister he passed a law which is still law today, but not observed. It said that 'to secure the observance of decency costumes must: have legs at least three inches long; ................................. cover the front of the trunk down to the legs; have shoulder straps or other support; and include half a skirt if worn by a bather over the age of twelve years'. But bathers refused to wear this regulation outfit and costumes continued to shrink through the years. The Sun, Saturday, 11 October 1958.
